shouts

im curious about what form of limitations the shouts will have...like will they be ranked as a form of magic like a greater or lesser power? or something else? having the storm shout would be overpowered i think as a lesser power, able to repeat as much as we want, yet perfect as a greater; while 'fus' (which knocks back enemies, seen here at http://www.youtube.com/watch?v=S9MBqdME14I ) would be great as a lesser, but much less useful as a greater power. thoughts?

No, as they are not magic in the traditional sense. They will have their own cooldown timer though.

It's already been detailed. Shouts are their own category and consume nothing, but have their own cooldowns. However, the greater strength you use for a shout has an exponential increase in your shout's cooldowns.

So essentially shout smaller shouts in greater quantities, or greater shouts in smaller quantities.

Oh please. Your avatar more than made up for it, and sometimes a simple, straightforward answer is the best.
