Today read someone that suggested TFC 1
It allows the same free camera but it freezes the game (although water still runs). I found you can alternate tfc with tfc 1 (you have to disable first then enable tfc 1) to get some really nice shots as you can use the first to get in close and follow your target for the perfect shot then freeze it for a better angle. TFC also makes the game very interesting to watch as well.
I spent a good hour or two today just following things around and watching them 'live' their lives and fight things of their own. Dragon vs couple Giants is pretty epic fight to just sit back and watch from the sidelines. Then go in and clean up and loot them both and collect dragon souls

Its cheap but might as well pretend your a scavenger with some crazy eye of the eagle spell or something if your the RPing type that doesn't want to break immersion much. If you just want to see the game in all its glory though its a nice option to see the world in a different perspective and unaffected by your character.
