Better heads is probably the most popular head replacer , it is one of the smallest head replacers with around 170 unique heads , and quite old so doesn't feature any of the new heads or hairs that have been made in the last 7 years or so.

I prefer my http://planetelderscrolls.gamespy.com/View.php?view=Mods.Detail&id=9177 mod which gives the heads in better heads , hi rez billboard eyes that give the impression of moving eyes. The drawbacks with billboards are that the eyes can look weird when viewed from an awkward angle , and the eyes still move on corpses , if you can live with that , the mod will put some much needed life into NPC's and is good for close up screenshots.

There is also the http://www.gamesas.com/topic/994490-the-npc-head-replacer-comparison-thread/page__hl__head%20replacer%20comparison for more ideas

I actually just got better heads last night, and I like the Breton males and Imperial females and one Wood Elf male and a few others but I was gonna make a Breton female and they looked ugly :(
And i just tried eye candy i had to reinstall better heads to replace everything cuz it didn't work right
Edit: Nvm got it to work, how do u zoom in a character's face, it's kind of far away for me?

Does it change character creation heads or just random npc heads?

Thanks for the link. I had Phaedrus' eye meshes already and that looks like it will fit right in. Do you know of any other eye sets that act like this?

Open the console and type in TCL and enter.this will turn collision off and you will be able to get closer to NPC's
