Hi,

I have gotten a quest from Shrine of Azura lady and she says to see the arch mage in Winterhold, I think I saw him at the Inn. But when I get to Winterhold, the quest marker disappears and the quest, while still in my journal, won't ever reveal a quest marker to me. Also, if this helps, bones from a dragon that I killed long ago keeps appearing and falling down upon entering the radius of Winterhold.

I hope there are other ways rather than loading a previous save, because it was a long time since I accepted that quest from Shrine of Azura lady. Also, I don't have any unofficial patches enabled.

The arch mage is not in the inn. He's should be at the college.

The mage you want is in the INN, but it's not the arch mage. http://elderscrolls.wikia.com/wiki/Aranea_Ienith is his name.

Almost right - the mage at the inn is Nelacar, who will be in a discussion with the innkeeper as you walk in after starting this quest. Aranea is the quest giver at the shrine.
