I received on my current PC where beyond level 45 (started the quest at level 54, finished at level 55), there might be great news; although unsure the variable at this time. When I reached level 100 I finally, err, FINALLY got the announcement, unexpectedly when I was in Goodneighbor, saw the Silver Shroud update and all I thought is thank God at this point. Grabbed the costume from my permanent residence, Sanctuary Hills, and finally the damn thing did upgraded.

Now, here is the thing beyond level 45 of completing the quest: either it is 45 levels later than when you completed it > level 45 or maybe level 100 will grant the best upgrade. svcks to say precisely as I completed it at level 55, but there is hope for those who play the game a lot longer and thought they missed this opportunity for the upgrade... I am on X1, thus unsure it is 45 levels later or turning level 100 (wished I went 1 or 2 levels later >:I for better confirmation). Nevertheless, eventually, you can obtain a full upgrade further along, if you have the patience.

47 or 45? Checked the wikia and its 45. Still, there is complaints via google beyond 45 where the armor is not upgraded, and I can say, at least, does, though much later.

Unsure if it was said here, thought I bring it up as I was pissed at first and then, much later, it eventually does.
