I need this character Shum gro Yarug in Skingrad for two quests; buy a home and getting hired. I went to all the places he is supposed to be (castle, Colovian, Weald Inn) but he is a no show. The quest marker for both quests points outside the Weald Gate but when I go to the exact location he is just not there (I literally step on the green arrow location but there is nothing).

I do recall first meeting him there outside and talking about the house (thats how I got the quest) but now he is a gonner.

Any clue where to nail him?

Orcs, wine country, and tall bridges don't mix, I think.

You'll likely find him below that big bridge. The link above has the fix for the PC.

But Orcs are not known for agility in the best of cases. Navigating a bridge is pretty difficult I guess for poor Shum, and maybe he was sampling some of the products from the Skingrad vineyards.
