Shuttering FullScreen, absolute Smooth in borderless window?

Hi, i have 2 Rigs:
1.Xeon 1231v3, evga 970, 16gb Ram, 256gb ssd, win 10
2. i7 4790k, g1 970 gaming, 16gb Ram, 256gb ssd, win 10

On both the same problem:
In fullscreen mode a lot of shuttering/lag. In borderless window absoute smooth gameplay.
Both on solid 60fps. And it is the same if low details or everything maxed.....

I don't know why, for me not a big problem because i can play in borderless windows 1920x1080.

But i'm sure there is a problem with fullscreen mode.

Bump same issue, does it shutter to black and gamescreen? will post here if i find a fix

Yeah, I have this problem too. Fullscreen mode is stuttering way too much to be playable.
Windowed borderless mode works. Clearly something to do with the game's vsync. Are you using Windows 7, by the way? I have Windows 7.

Edit:

Didn't read your post carefully, you are using Windows 10.

My specs:

i5-2500k

Gigabyte 970 G1 Gaming

16 GB ram
