It makes for a more focused game with more logical divergence from the main objectives. Plus, even though many quests are for certain factions, I don't think the majority are directly related to the main plot and are like internal affairs stuff. I'd bet that the amount of quests in New Vegas that have absolutely nothing to do with the main story itself actually exceed the amount of quests in Fallout 3 anyway. Or maybe you have an issue with not being able to do absolutely everything in one playthrough? If that's the case, then I agree with Omero.
