A Silent Running perk q

Is silent running underrated for Sneaking? Ive spotted this tidbit on the Fallout wiki:

Equipped weight: The total weight of all equipped items (weapons count only if they are in your hands) makes your footstep noise louder for NPCs. Silent Running removes this penalty entirely, allowing you full sneaking ability in any equipment. You will still hear your footsteps while sneaking with the perk, but NPCs never will.

So you could become a master sneaker even in power armor with said perk?

Silent Running has always been one of my sneak characters must have perks. It makes wiping out spread out large groups of enemies quicker and easier(and more badass).

Yes, you could and it is a powerful perk for sneaky characters but personally I don't like the idea that you can sneak in power armor. Whenever I play a sneaky character, which is more often than not, I like using light armor just for the sake of role playing.

Just wanted to make certain of the mechanics here.

I have seen plenty of films/played plenty of games that feature sneaky characters who wear power armor. Personally, I am happy that with the right perks it is an option. Not that I plan to use it myself. Me, I want to make a sneaky character who uses combat armor. I just love the way it looks... the sleeveless kind that is.

The Perk should only remove the Penalty for Sneaking and Running and make it like Sneaking and Walking.

However I will say that a PC with 100 Sneak and a few selected Perks is just about as overpowered as you can get in the game without cheating or exploiting. I have snuck up to enemies, who were facing me, in daylight, picked their pockets, then killed them with a critical shot to their face.

Well, in Fallout 3 I did, my current NV character is only 1/3 sneaky.
