I am wondering if there is a mod for Fallout 3 (and New Vegas?) that basically does the same thing as Universal Silent Voice for Oblivion or Fus Ro D-oh for Skyrim.

What I'm mainly interested in is that these two mods force dialogue subtitles on when an NPC's dialogue doesn't have audio or lipsyncing. Since I play games with subtitles switched off, I would like to have this function for the occasions where I talk to someone or something that doesn't have voiced dialogue (main source I've noticed so far is the workbench with CRAFT installed).
