I have mods that require the silent voice MP3 stuff but I do not understand how to make this work. Help would be apreciated.

Do you have obse installed? Just put everything in the USV zip into Oblivion/Data/obse/plugins.

It's definitely the easiest option. It's also possible to do it with TES4Gecko but that generates mp3s for all the lines and that can take up a lot of space.
