That bolded part is how it works, everyone knows this. Plenty of places are too hard to go into at certain levels.

I never felt a huge sense of hey watch out this area is dangerous. The only time I did that I stumbled upon a dragon priest in a dragons nest and there was a Hagraven in a forsworn area. The entire area should have more of a challenge than a few random powerful foes running around. I remember in Morrowind going into the Ghostfence at level six and it was pretty for my person at all.

I know Bethesda has designed the leveling scaling better. I said that in the post above and I also said it can be improved. I am not blinded by how amazing I feel this game is it has flaws and this system can be improved.

I am aware, but my issue is with people stating falsehoods. There are a ton of areas that are too hard depending on your level. Tons.

I have been everywhere and survived every location unless I get one punched by a mage. Thats just poor balance so i rule that out.

My issue is when you go in a general area at certain levels it seems like to me, you basically know around what level creatures and people will be there. Yes general groups are stronger than other groups. But when you walk in there area you encounter for example either a few bandit highwaymen or outlaws or marauders based on you level, with probably a leveled bandit chief. Then in another area you walk into a forsworn area. Then at certain levels you get either forsworn looter, Ravagers, or warlords and on occasion a random hagraven. Ok the enemies spawn like this based on your level even some a few of the lower or higher enemies spawn based on your level. Another example is when I wondered n a forsworn area at level three there was just your basic forsworn there and not even a boss level creature. They was only mildly more difficult than bandits at that level

I should have worded what I said earlier better. This system is a step up from Oblivions terrible design. I still feel out of all the Bethesda games Morrowind still has done level scaling the best in every way.

2. Split level's. I think the player level works fine for perks and skills....however, leveled enemies should level with the player based on a players "combat level". Basically, if a player chooses to power level smithing to 100 (assuming no other skills raised), he would be a player level 10, but since no combat skills leveled (ie one-hand, 2 hand, block, light/heavy armor, destruction, archery, etc.) He would be a combat level 1, meaning enemies would still be scaled to a level one character.

I dislike this idea. Thieves, lazy socialites, and craftsmen aren't supposed to have as easy a time in fights as warriors and battlemages. They have their own skillsets for solving problems. If a player craves successful combat so much that having to avoid many fights ruins his fun, then he shouldn't play a character who's bad at combat.
