Perhaps the invasion of Morrowind by Black Marsh means we're getting a game set there in the future. Black Marsh's territory is now considerably larger.

Also...

For a smaller province all they would need to do is adjust the scale. Vvardenfell is smaller than Cyrodiil lore-wise, but Morrowind's game worl was HUGE compared to Obliv's.

Oblivion was actually the larger of the two games. Morrowind just felt huge because of the draw distance and the slow walking speed. I played it again recently after Oblivion, and trust me, it's considerably smaller.
