Being able to pick a single Daedra/Divine and have quests and a skill line associated with it is top of my list at the moment.
More beards & option to choose a color for tattoos and warpaint by yourself...
More diversity in armour appearanc, or dyes at the least. Apart from the armour types, everyone looked pretty much the same in the betas.
Would also be nice to be able to transfer your armor stats to another set (transmog), to get the look you want!

I am torn between two so I will mention two.
-Harsher death penalty
-The Cyrodiil war affecting the world in economy, quests and other things.
- A better UI/inventory system that is not obviously half-assed due to having to work for consoles.
- Dueling
- Better trading system/AH
Mentoring.
I want to be able to play with friends in the game and not trivialise (or have them trivialise) content when grouping. It's an MMO, they all should have some such system in place.
Create your own costume from pieces in your inventory/equiped for the costume slot.
When you die in PVP, you lose EVERYTHING you have equiped. If you unequip something in a fight, you loose that item too. All your equiped items could just be looted from your dead body. And there should also be something like 20%-30% chance for every item dropped by dead player to break and be removed from game completely. Would keep economy much healthier.
Housing. That's it. I've hope for the future, preferably the very near future.
It's not a complete deal-breaker if it doesn't happen, but imo the devs are seriously shortchanging themselves without it. Never underestimate the power of allowing players to collect and arrange things and make themselves a home. A perusal of any of the forums for any given TES game with housing will provide evidence of this. Bringing the players in is one thing, but keeping them is something else entirely, and this is a great way to do it.
