We'll need more information in order to help you. In what way is Sir Thedret "stuck"? What have you tried thus far to get him "unstuck"?

Is an assumption that you play on the PC correct?

Sir Thedret can get stuck while speaking to the remaining Knights following your victory over Umaril. See http://www.uesp.net/wiki/Oblivion:Umaril_the_Unfeathered_(quest)#Bugs. If all else fails, ignore him and complete the game anyway.
