I have set up several packages for NPCs to sit at bench, the problem is, that many times, only 2 of four will sit (in a 4 person capacity bench). Now I know that they can sit there because other times, they do all sit down as they should.

Is there some fix for this or is it just another one of those skyrim quirks?
