the problem is your trying to do quests for a faction that you have shown direct aggression towards. You are being held accountable for your actions, pretty fun stuff isn't it? My suggestion is to stick with the factions you've shown your allegiance to, and on your next playthrough if your interested in what the opposite faction has to offer you should try them.
If the strip hates you its because your either an Anarchist/raider, working for caesar, or doing the NCR's laundry in public as oppose to in private like they prefer. So if you want them to like you, don't help caesar, don't shoot up innocent people for fun, and only do the NCR's terrorist style assassination missions as directed (100% in private). and problem solved.
for comparison I offer: its like working with the taliban your whole life, and after many successful bombings murders etc you decided to go to the pentagon and ask if they have any work. or vice versa, a FBI agent who's taken down many terrorist cells, and tortured plenty of guantanamo prisoners to then go to afghanistan seeking out the taliban directly to see if they have any work to offer him.
if thats too politically sensitive of a group comparison, just replace taliban, and usa with any 2 major or minor powers that are at war with each other in any point in history, the same comparison applies. the allied forces vs the axis forces, usa and vietnam, usa and great britain, usa and russia, Canada and boston. the list goes on.
