I'm getting that bug where the chillrend sound effect keeps coming back. I can console 'sixchange' to make it stop but it pops up again all the time. This bug has existed since the beginning - is there no fix for it?

this has something to do with going over the 60fps mark

sometimes sounds can not keep up with very high frame rates and lags making you hear sounds that should not be there Example like foot steps when there is no one behind you.

but would recommend that you look into how to set SSE to cap at 60fps ............there is heaps of info on the net how to do this,

unfortunately this one will not be able to help you with this if this turns out to be the issue and you will have to look for more Experienced people to help you.

check your SkyrimPrefs.ini

iVSyncPresentInterval=1 .................this settings locks FPS to 60 and by default should be ON =1

after that look at disabling vertical sync
