Skaal stuck with Summit of Apocrypha dialogue

I've recently had some problems with the Dragonborn dlc main questline, in particular, the last quest, At Summit of Apocrypha

I ran into the common glitch where Miraak tries to absorb a dragon soul after you get him low the first time, and he absorbs the soul but nothing happens and he stays in ethereal mode

I looked up some workarounds using console commands.

I used these commands:

setstage dlc2mq06 580

setstage dlc2mq06 600

completequest dlc2mq06

The first two activates the pedastal with the black book at the end of the boss battle and 'kills' miraak and dragons, the last one set the quest in the questlog to 'completed' status

All was well and good after this, but the Skaal villagers won't let me talk to them, they just say their dialogue from after Storn dies and before entering the black book to kill miraak

Any help (console commands would be great!) reseting the villagers to how they were before or after the quest, or just completely reset them to how they are when you first meet them?

I do have some mods installed, but all my mods don't affect quests or npcs

The issue your describing can happen if you deal to much damage to him or continue to attack him while he is absorbing the dragon soul. If you got an earlier save I recommend going back to it. This is a known issue across all platforms. Most of the time it was solved by reloading and fighting him again.

As for the villagers, if you used codes could very well be affected. I know I ran into an issue with Herma not killing the skaal leader. I used setstage code to complete the Gardener of Men quest but the villagers would only scream "Someone do something!" when I tried to talk to them. I ended up giving up on that play through. I ran into another issue with that same character against Miraak. He absorbed the final soul and when Herma was suppose to appear and kill him, nothing happened.

I will say Dragonborn has probably been the most glitch of DLCs for Skyrim. heck I find it has more errors then an unpatched vanilla Skyrim.
