so is there a backround story about the creppy skeleton hanging around at dragonreach (before you enter dragonreach in the water)

maybe he is olaf one-eye

Olaf one-eye is in a quest related to the Bardbarians college

I think that skeleton is someone who worked in Dragonreach. Balgruuf didn't like him/her or he/she did something bad and then Balgruuf did some Jarl'n and had him/her killed and had the body hidden.

It's the skeleton of the real Nazeem, who was indeed one of Whiterun's most prominent citizens until an impostor, which we commonly know as "Nazeem", murdered him and assumed his identity.

It's the previous Jarl who was also an Empire supporter, Balgruuf didn't end up beside him because he built a huge Talos statue and lets Heimskr yell about him all day to keep people away from Dragonsreach
