My lockpicking skill is at -19 and in red when it is supposed to be 21. It said 20 to 21 when I went up a level but on the skills screen it says -19 and just to make it more confusing when the HUD shows me what I am working on when I do locking picking it said 0 -1 (1-2 now that I have gone up a level). So three different claims.

All other skills are fine. Is this suppose to happen? (ie penalised for rubbish lockpicking) or is this a bug?
