Skill, stars and perk.

Then looking at the skill menu http://images.uesp.net/1/13/SR-SkillsMenu_wLegal.jpg
I noticed that the constellation for destruction looked like a sort of tree as in perk tree.

Four stars are bright and connected by wide lines, I guess this is perks you have selected.
Three is brighter than usual, they look like perks you can select.
However the three perks you have selected in the centre is connected to a dim star not a
brighter one, guess your skill or perhaps level or attribute is not high enough for it.
Also the lines meet at the top, indicate that a sort of master perk can be reached by multiple paths.

Also the perk tree is different for different skills and not all has the same number of perks, guess restoration is to the right and it has fewer stars,
First thought that higher up on the screen= higher skill requirements however to the left
However in the left constellation who is probably for conjugation the line go down again to two stars so it might just be to make the constellation look better.

No idea how this work but I guess a mouseover on stars get us more information about perks and a we click them to select a perk.
This way the huge page with just some text at the bottom makes perfectly sense.

its already been confirmed that it will work like a perk tree
every time you gain a few levels you get to chose a perk that makes you better at things like maces or swords and other various affects

I had not noticed that. Good find indeed.
Looking at it now i can't really think about what else it could possibly be. Only complaint is that it looks like an awfully few perks are available and pretty large discrepancies in the amount of perks for different skills (12 for destruction but 9 for restoration). The shape of the constellations can be partly explained by some of them having been previously been described in lore and their shape is thus determined.
