I have found people that will sell skooma randomly out on roads but is there anyone that sells the stuff inside a city or at a specific place?

Im still hoping to find skooma addicts like "Skooma Steve" from Oblivion as my friends call him, the one you have to kill for the Brotherhood, but yes i agree Skyrim seems to be a pretty drug free place.

I'm actually pretty disappointed Bethesda removed the effects of Skooma. Im sure Skyrim has a Skooma den somewhere

I hate that they made Skooma like any stamina potion... Damn it...
And yeah there are some Khajits right outside Whiterun that sells it! They have a campsite so i think they stay...

There was a crazy skooma addict in a dungeon. Funny that tree sap messes up your vision but skooma doesn't
