I just today uninstalled and reinstalled Skyrim, due to problems with corrupt game saves and modding problems. Of course I need to reinstall SKSE, so I download the 7zip files, move files as directed by various installation videos, and set up my mods on NMM. I try to launch the game via SKSE loader, and am greeted by a blank command window- as normal, the game itself never loads.

Can you launch the game without using the SKSE loader?
