After searching online for an answere I have struck a brick wall. The animations are too fast, and what makes it worse is it will jump from too fast to normal speeds. It is like fast forward is being turned on and off repeatively.

I have tried, reinstalling the game, playing without mods, used 'sgtm" and 'player.setav speedmult" (and other variations) console commands, pressing "Ctrl + Prt Scn"

What do your framerates look like? Do you have Vsync on?

My frame rate goes will either be at 25-30 or 50-60 and v-sync is turned off

OK, then turn it on....

If that not helps, try to load a previous save.
