Skyrim CTD ISSUES (please assist if possible)

Hey everyone,

I'm having issues with Skyrim where I will get CTDs either immediately on launch, or a few minutes after starting to play. I've never had this issue before and it seems to have crept up on me rather suddenly. Here is what I have done to try to remedy this problem but to no avail. Note: I do have the Official HRDLC installed, but not active in my load order. The game auto detects to High, but I lower Shadow Quality, turn off AA, lower distant detail, change resolution to 1600 x 900... What's strange is I've never had this issue before a few weeks ago. My temps are not getting high, and I don't believe I'm running into the 3.1 GB ram limit so quickly.

NOTE: If I change my settings from say "High" to "Medium" I get instant CTD when trying to load the game, which makes me think it's a ini issue but refreshing the ini still results in crashing within a few minutes in game.

System:

AMD FX4300 (3.8-4.2 Ghz)

XFX Radeon R7 250 1GB GDDR5

8GB 1666 (oc) DDR3 Ram

Windows 8.1

Refresh ini files by deleting them from "My Documents" running the Skyrim launcher to auto detect and changing the options there.

Uninstall/Reinstall (in this order)

1. Delete Local files via Steam

2. Delete all left over files in Skyrim folder (SKSE + Mods) and Skyrim folder itself

3. Delete Skyrim folder from "My Documents/My Games" directory including saves

4. Run Ccleaner registry option and general cleaning and reboot system

5. Reinstall Skyrim

6. Run Skyrim launcher

7. Playing games with or without mods seems to result in CTD

Where is your lantern esm?
Place the ESM and one of the ESP presets (do not forget this one!) in data folder then enable them. (This is copied+pasted from http://www.nexusmods.com/skyrim/mods/18916/?)

When you re-installed Skyrim did you start a new save?

What does LOOT give you for instructions (can you post from LOOT in a spoiler tag here)?

Did you install Skyrim outside of the default folder?

Do you turn off unwanted background applications that may hog resources?

I downloaded Lanterns of Skyrim - All in One from the Steam Workshop so I may need to download it from the nexus

When I reinstall Skyrim I ALWAYS start a new save

LOOT doesn't give me any instructions, it just has General Messages No errors, Dirty Plugins, or warnings

Skyrim was installed on a secondary drive (Separate from OS and Programs Folder) Just moved it back to SSD

The only thing running in the background is Steam and maybe a few processes I haven't gotten around to messing with
