Skyrim Dawnguard bug : Othor Games

I've got the dawnguard dlc installed but when ever I go into a main town I get blood starved then get attacked right away

First think I notice is that you are not running the latest version of the unofficial patches since they have been merged into USLEEP. Since you do have all the DLC's you should be running that. I do not know if updating would resolve your issue.

I have never played a vampire since none of my7 characters cared to.

Most of your mods I have never heard of or used. Are you using any mods that might alter races or makes changes to vampirism. Maybe the unofficial patches might have altered/fixed/changed the effects.

Your loadorder really needs to be sorted with http://www.gamesas.com/topic/1605728-rel-loot-thread-25/ and while you're at it also download http://www.gamesas.com/topic/1606578-wrye-bash-thread-111/.

It's highly recommended to http://www.theassimilationlab.com/forums/topic/14507-guide-manual-cleaning-skyrim-master-files/ and clean every mod(s) that's reported dirty in LOOT, so you also need to install http://www.gamesas.com/topic/1529894-relz-tes5edit/ and learn how to use it.
