My local GameStop is having a midnight release of Skyrim SE tonight. I will be picking up my Xbox One Special Edition and hoping to come straight home and play at launch. I have heard rumors that the SE for Xbox One will FORCE install ALL Expansions without any option to select which ones you'd like to install at the beginning. I've NEVER installed Dawnguard before, due to the fact that I always leave Helgen at ABOVE level 10, and I don't want vampires killing NPC's all over the place right at the beginning of my new Special Edition Game! If the rumors are true, and the Xbox One force installs all DLC from the beginning, can someone tell me what to do from the VERY beginning to get the vampire attacks to STOP absolutely as soon as possible, hopefully to where it can guarantee NO NPC casualties or attacks on cities or villages?

Under the assumption that you can't just delete the expansion from your hard drive... it may be possible to install "When Vampires Attack" at some point in the future, if it's not already available (check the mods page).

This mod prevents NPCs from being complete [censored] idiots and charging at master vampires with rusty iron daggers and whatnot (they will instead run inside).
