Jarl of Falkreath is not telling me I have permission to buy land.

Steward has no dialog about it.

I am level 4.

I did the quest for bringing him mead. I killed the bandit leader..

Went back and got my reward.

No dialog and no permission.

The steward had ONE quest for bounty.. Did that and came back.. Still no dialog and no permission.

The ONLY radiant quest I had was the Moon Amulet quest.

I have bought this land many times.. I'm at a loss now.

Any hints or Is this dlc just broken?

All I've ever had to do in the past is bring mead and kill the bandit leader..

Nothing else..

Did you kill Helvard for the Dark Brotherhood, by any chance? If you did, the Jarl won't offer to sell you land. (This bug is fixed by the Unofficial Patch, if you're on PC).

No, I'm not in the Dark Brotherhood.

Looks like you need to be level 9 and get the letter from the Jarl.

i have never needed that letter or level in the past.. I've done this one many times..

In fact I've purposefully done it before level 9 because that letter forces the thane quest on you and I don't want to be thane.
