Not necessarily. Lots can change, and that place is all icy now.


Look at the map. You can see Solitude in the northwest corner, with a label the same size as Windhelm's and Riften's. You have to squint a little, but the label definitely starts with an S.

Looks like weve got confirmed major cities, and a confirmed Construction Set.

I can make out the following on that map:

CITIES
- Windhelm
- Riften
- Whiterun
- Solitude (very difficult to make out, in the top left)
- A few other large settlements without labels; the most likely candidate for the fifth major city is Dawnstar, in the center top, since its label would be off-camera.

REGIONS
- Eastmarch (described as "Volcanic tundra")
- The Pak? (middle letter unclear; described a "snow")
- Something starting with "W" (Westmarch? described as "tundra")

The stuff in the east is generally easier to make out then the stuff in the west.


Do you see that in the middle of the map that starts with an M?

Out of the labeled cities, I can see Riften, Whiterun, Solitude, and Windhelm. The gray dotted boxes I imagine are other cities. Out of that, it looks like Dawnstar, Winterhold and Falkreath are other cities. I'm struggling to find Markarth Side, though that square by the mountains might be it.

In other words, it looks like all of the cities depicted in past lore maps are in, along with some new ones, like the one south of Windhelm and the one north of Riften. I am also guessing the reddish blocks are villages and smaller sized settlements.
