I have completed all the parts of the quest but I get the the part where it says speak to the Legate in Whiterun and no dialogue comes up, ive try console commands to skip it but after I type them in it never actually allows me to complete the imperial questline without using only console commands, ive gotten the unoffical patch 1.9 and my skyrim is fully updated I think, the game has been legally bought on steam and ive never had this problem with the stormcloak quest line please can somebody help!

Try one these possible solutions:

Bug: You try to finish the quest by talking to Legate Quentin Cipius he will not chat with you and instead say random lines about the war, making it impossible to carry on the quest

Possible solution: leaving the area and/or waiting may fix this.

Bug: if you have a bounty in Whiterun hold, Cipius may refuse to talk to you and/or may try to arrest you.

Possible solution: Clear your bounty by speaking with one the guards in the town or in Dragonsreach

If neither of those work, try reloading a previous save before starting "Message to Whiterun" (if you have one) and try again.

I already tried waiting and there are no previous saves at this point because i would have to ruin all my other accomplishments, also I tried gaining a bounty and getting rid of that and it still didnt work.

EDIT: I actually found I way to open the dialogue and say the message "Reporting In" to him but he says "The stormcloaks are taking the city by force get to the front lines... move now!" and no quest progress happens even if I have the quest selected.

Which is your current quest ????

Message to Whiterun is the quest

Oh. !!!! yes, as blackpete8427 say: leaving the area and/or waiting may fix this.

But sometimes there is no fix and the quest is permanently stuck.

If you are in this:

After returning Balgruuf's axe to him, Legate Cipius is not offering any dialogue to finish the quest nor starting the next one.

Try this but i don't know if it works :

"setstage CW03 210"

and this too,

"setstage CWSiegeObj 1"
or
"startquest CWSiegeObj"

(choose either one)

You could try to type:

setstage CWSiegeObj 9000 to complete the quest instead.

The first command setstage cw03 210 works but setstage cwsiegeobj 1 doesnt it says this LocAliasIsLocation >>1.00

On the second console command I think you may have forgotten to add to the "index" number; so try the following:

SetObjectiveCompleted CWSiegeObj 2000 1 ; where 2000 = meet with Legate Rikke

If you want to skip this quest completely and set it to completed, the UESP says you can by typing: setstageCWSiegeObj 9000

Legate Rikke still says we're staging for the attack meet the soldiers move it! and General Tullius opens dialogue but doesnt advance in giving me a objective besides speak to General Tullius, how do i force start the firsts objective, maybe that will help. But this is on the quest reunification of skyrim
