Because that's how the system works.
Why exactly are you making such a big deal out of this. They aren't going to change it to benefit the only person I've seen complain about this in two years
Why i need to pretend in the game?
I am not the one who love to imagining things while playing games, i play not day dreaming, so i play what the game give me, now the game don't give me what i want on level ups, i trained the skills i choose to level but the game give only ONE perk point to invest in each level up
In Oblivion, there is no difference. Both characters are the same. (Well their stats will be different, but that's related to the anti-intuitive minor skills for +5/+5/+5 that is the real problem with OB's levelling system.) The Skyrim characters, however, with their 80 perks only, will be different. That is the whole point. You can't be absolutely the best at every specialisation.
I think we're beating a dead horse here personally so I for one am done with this thread. Some minds cannot be changed.
Now don't get me wrong, there are many areas in which I feel Oblivion is a superior game to Skyrim, but in this instance:
Oblivion: Here have three cupcakes. One vanilla, one chocolate, and one with pink icing.
Skyrim: Here, have three cupcakes. You want all three with pink icing? No problem.
Choice, gotta love it.

I believe you can be the best at every skill in skyrim,even if you are a few perks short. I think they maybe should have had a lock button with the skills. Say we have acrobatics and you don't want it to go to high or keep going up...use the lock button. For those that roleplay,this could help. It would stop skills going up that you don't want to go up. Speech is a good example here. It would also allow other skills back that were taken away.
You don't have to choose. You can save the perk point, wait until you level up again and then spend one perk on offense and one on defense. Problem solved.
Or let's just do this.
Think of it terms of basic economics. You have some extra money to spend, but only so much. Do you use it to buy a new IPhone or a new computer game? Having to make a choice is more realistic, it's always necessary to make some sacrifices along the way.
How come a veterinarian can conduct open heart surgery on a dog but isn't allowed to do it on a human? Because even though there are many similarities between the two, the vet has chosen a specific specialization. A human surgeon wouldn't be able to perform on an animal either, since the biology of the two species are different enough that his area of specialization wouldn't apply.
You get plenty of perks to assign to your core build. The early levels even fly by if you're a warrior.
With the addition of Legendary skills in patch 1.9, you can even level up high enough to have enough perk points to get -every- perk for -every- skill.
I don't see the issue here. I really don't.
Yeah. Say i'm a farmer but i fight off wolves whatever. Eventually i'll be a master at one handed say,but i don't want that. So i'll lock it. Or i'm acrobatic,only to a certain point. This would allow more flexibilty for players across the board.
Or as i said stop speech going up if i so choose,and so on.
It would also benifit those that like playing at certain levels too. They should think about adding something like this. Add more skills too. Then if that skill is not your fancy or you are happy with the skill as it is...you lock it.
You won't be a master though, except by the Oblivion definition of 100 = mastery. To be a true master in Skyrim means taking all the perks of a skill or at least branch (another good thing, I can be a master Atromancer while being average at necromancy). I always took the perks to have specialised practice implied, in the same way as you can't learn a spell by 'clicking' on a book, it takes time and study, but reading for hours doesn't make for a fun game.

No, it is not the same, the 5/5/5 or 5/x/x whatever is a formula created to beat the instability of Oblivion game level system. In that way you can catch up with the on going levels of the enemy encounters.
The issue here is skill level, In Oblivion, you reach level 25 Blade you get a perk for Blade because you training in Blade using and you use it a lot, the same time you get hit a lot or trained in using heavy armor, you gain both Blade and Heavy armor skill level benefit.
In Skyrim, you level One Handed, Block and Heavy armor to 25 each, but you have to choose ONE only on each level up, that is counter constitutive, because you are getting better in 3 but you have to choose only ONE to upgrade
You have to create an exploit way that is SAVE perk points, isn't that making it similar to Oblivion 5/5/5 exploit? At least the 5/5/5 exploit is better because the character will continously gain skill level benefits, all the skills are not wasted when training them up, but Skyrim you have 100 skills but have no perks, it go wasted
Someone clearly doesn't seem to understand the meaning of specialization.
Isn't "specialization" is a class?
Since Skyrim have no class, why talk about specialization?
At least in Oblivion there is Major and minor skills, and pre set classes with their own set major skills
