Sload now are dead from a hunger strike involving someone saying they could be a better necromancer than any sload. Bosmer are filling up the nation's insane asylums quickly in the age of higher technology. Imperials are ruled by the Argonian Democracy of Anarchy Free. Bandits are now freeloaders. The most popular musician is a band called, "Hunters Of the Corpse" Grindcore has reached an immense popularity in the music world.

Seeing as there was absolutely no technological advances between Oblivion and Skyrim (200 years! Remember, America is a about 236 years old now. How many technological advances have come along in that time?) I would say exactly as the game is now. Hell, knowledge has been getting lost since Morrowind. Mages could invent their own spells, now they can only learn them from books. Crossbows were forgotten, then remembered again. Spears? Medium Armor? Teleportation? Levatation? All lost to the sands of time.

In 19E500, the main quest will involve discovering fire and inventing the wheel.

How so? We declared our Independence on July 4th, 1776 and it is July 12, 2012 now. 2012 - 1776 = 236 years (and 8 days). Unless I'm misunderstanding you.

I was having this discussion with a friend of mine the other day, that Tamriel seems like it's destined to be a "High Fantasy" world forever, since in over 4000+ years of recorded Tamrielic history, the most advanced technological marvel is the crossbow, not counting anything the Dwemer have made since every other race seems content to just gawk at their ruins and never attempt any sort of reconstruction effort.

There's a lot of adherence to tradition, and respecting the ways of those who came before you. If anyone is going to bring about a Tamrielic industrial revolution, it'll probably be the Imperials once the current business is sorted out.

I think he means in a regular 200 years such quick advancement wouldn't happen. Just look at time before that. Much, much slower advancement.

Ah, ok. True.

But still, they weren't going backwards.
