what does Morrowind need before it can be modded ?

It's a good place to get you started with the tools/patches you'll be wanting to use, and info on how to find the mods that would interest you.
Also important info for Steam users, and if you have Vista or Windows 7.

The main program you will need for organizing mods is Wrye Mash.

As Pluto stated, Wye Mash is the tool you want. Its Installers feature will auto install many mods. For those it will not...all you simply have to do is extract and re-pack the mod into a format the Installers feature will recognize, I. E. setup the archive to be extracted directly to Data Files, for example.
