I really don't think that redguard concept art is elven armor. Notice how drastically different the pauldrons and other armor parts are from the http://cdnstatic.gamesas.com/akqacms/files/tes/screenshots/IceWraiths_wLegal.jpg. Maybe it could be elven glass armor, like the elven glass sword that was mentioned.
