Short? I've been playing for 80 hours, my character is level 38, and there are a couple of major cities I haven't even been to yet... mostly because I'm trying to clear some quests and miscellaneous tasks out of my quest log first. The only major quest line I've actually finished is the College of Winterhold arc — an arc that spans two huge dungeons, three medium-sized dungeons, several big fights, numerous expository scenes, quite a bit of dialogue, and even a few relevant books to read. A lot of people cite it as being a short arc, and while the rise to archmage does seem amazingly abrupt, this is a video game and that's true of most accomplishments the player can achieve. Aside from the main College of Winterhold arc, there are a ton of side quests in and around the College, a secret or two to discover, and so on.
I actually listen to dialogue (carefully) and exhaust the available options, read various books, investigate the cities and dungeons carefully, use fast travel sparingly, experiment with Alchemy, and just generally take my time. Games like Skyrim are meant to be savored like a tray of assorted fine cheeses, not gulped down like a cup of Kool Aid. If you feel this game is short, then you're simply not the type of player who can fully appreciate it. That's fine, but the game itself is in fact packed with content; you're just skipping and rushing through a lot of it. I'm not even talking about finishing every single dungeon on the map, nor stealing everything from every building, nor even collecting every book or interesting decorate trinket.
I've been playing Elder Scrolls games since Morrowind in 2002, and since then I also finished Daggerfall. I love Morrowind (and hated Oblivion; that's a tale for another time, though), but Skyrim definitely has more content, even though certain things have been simplified and pared down in the sequels that followed.
