So, i had this problem before too. but a mod on nexusmod called (Skyrim Stuttering 64hz Bug Fix) helped me a lot. I was able to play skyrim with no fps drops at a stable 25-30 fps on high texture quality with some other options set to medium. I was running this game wonderfully on windows 7 64bit but after a while I decided to update my windows to win10 so i did. I installed new drivers and everything went cool after updating to win10. But I noticed that the stuttering issue was back even with the bug fix mod 'on'. now, i am unable to run the game.. its running on like 5-10 fps with sudden fps drops and stuttering.. please help.

Windows 10 unlike Windows 7 has a 4gb Vram limit so not likely to help your situation one bit.

I do not think that is the issue. Since he is only getting about 30 FPS when it was working. If he had a video card capable of 4gb he would likely get much better performance. ENBoost is not that useful if at all for lower end systems and likely will have the opposite effect or at least it did on my laptop that I used a few years ago when that was my main PC.

What we need is to know more on the specs of the PC. Possibly it is just a driver was missing for the videocard and it is using a generic one.
