I don't personally agree that Skyrim is exactly like oblivion, there are lots of different things that set it apart from oblivion. However, I do agree that customization is pretty much gone, and the depthness of the RPG is much less then it was in Morrowind, or even oblivion.
And I also agree that Oblivion and skyrim are more akin then Oblivion and Morrowind, but that's also cus they are both on the same gen of systems.
The perks themselves are very shallow, and most are just filler perks. But if they brought back something similar to the attributes from the old ones, with a different system of them increasing along side the perk system, it can be really good for the next elder scrolls game.
I do find it weird that they would remove old skills by saying they're redundant, but then bringing back new skills and making them just as redundant, if not more so. Like pickpocket and sneak all broken up by themselves making them 2 less effective skills, and then they merge some of the magic skills and weapon skills together. It seems there wasn't really a method to their madness with skyrim.
The lockpick tree is completely useless to spend a perk on in any case whatsoever, and lots of other perks are just there as a requirement to get a better perk.
Overall, the perk system seems cool and complex, but after playing through a few times you quickly realize the shallowness of it, like theres something missing. It's the attributes, IMO. They would supplement the perks really well.
And even though they said the attributes are still in game, but split among perks, it isn't true. There's nothing that mimics strength, or speed. The only thing close to strength is getting perks in one handed or two handed to do more damage with said weapon. Well if my character had amazing brute strength and always used one handed weapons and never used a two handed weapon, he should still be able to pick up a two handed weapon and be able to do more damage then say a mage who has never used a weapon in his entire life, but in skyrim that isn't the case.
