Sleeping in beds

Can't find the answer to this in the UESP.

Was it always possible to sleep on beds in guilds you are not a part of? I don't remember it being this way (then again, I never slept much back when I was actively playing Morrowind).

For example, with a fresh character, I could just walk right into the Balmora Mage's Guild and sleep on their beds like it's nobody's business. I could also sleep in one of the Duke's houses (can't remember which; it was some plantation in the Ascadian Isles region). Additionally, the beds in the Temples are possible to sleep on, despite my character not being a part of the Temple.

I still can't sleep on beds in peoples' houses though; for example, trying to sleep on the bed in one of the villagers' shacks in Seyda Neen gives me the message "you can't sleep on someone else's bed!".

Just want to find out if this has always been the game's behaviour or if I have a faulty install.
