Slow motion bug in crowded areas, during fights.

Recently, I've decided to get back in to PC gaming bought myself a new rig (AMD FX-6300, GTX 770, 8g RAM) and first port of call was Oblivion for me. I remember having 150+ mods including FCOM with a very acceptable framerate and generally having a blast. I installed Oblivion and SI yesterday along with the unoffical patches, OBSE, OBMM, Wrye Bash etc. The essentials basically and also QTP3.

I decided to install OBGE v3 (throughy BAIN luckily) and everything seems to have gone down hill from there despite having no other mods. I had motion blur for v3, liquid water and the OBGE v3 Standalone Effects installed and used 3 filters thought the .txt file (Godrays, NormalAA and ENB).

After playing around with these and other filters my game just goes into an almost slow motion like state for a few seconds to the point where I can't actually enjoy playing the game. It happens when there's a lot of objects or actors on screen (cluttered caves, IC Market etc). It slows the camera down, my character and everything else.

What's even weirder is after I uninstalled OBGE through BAIN, Liquidwater and Motion Blur the problem is still there, I even turned off HDR there's no AA so I suspect it's something else or there's remnants of OBGE left over? I also have a constant 90+ fps even when the game is in "slow motion"

Does anyone know a fix for this? I never had this on my old system (Intel Quadcore, 2G RAM, 8800GT) and I've never seen this bug before in Oblivion it's like the slow motion is replacing stuttering.

High FPS + slowmotion could be caused by a mod which alter the fGlobalTimeMultiplier in the Oblivion.ini
Maybe you're using OSR with some bad settings or another mod which alter the game speed in certain situations.

If you're using Oblivion Stutter Remover, it has a feature to use slow motion when your frame rate drops below a specified threshold. Go into the ini and set the minimum frame rate to something very low.

Hmm I just deleted my .ini file and reinstalled all the highest quality shaders etc and It all works perfectly. No slow downs or stuttering just 60 fps+ with highest quality shaders. I also don't have Oblivion stutter remover.

Hopefully this helps someone else out along the road as I couldn't find any answers on Google for this. Thanks for the quick replies forli & Supierce!!
