It's still WIP. DarN wants to iron out all the bugs and finish the rest of the menus first. Still the current version is stable and works very well.

Darn ui should be one of those things that beth / obsid should have hired him to make as a perm thing in game. :D

You'll still need to edit the INI file.

It's in the same folder as the FalloutNV.exe, but Windows may not be displaying the extension (the INI part).

Look for a file called "fallout_default" and open it in Notepad.

They were quoted saying they looked into a high res UI for PC players, but decided against it for some reason or another.

Difficult to switch back and forth through scripted means, and the only other option was different texture archives for console and PC. Although I suppose they might have been able to offer an separate override ESP and BSA, but that would still be one more thing to support.

Its not uncommon. Mass Effect and Mass Effect 2 had different UIs for each version.

I never said it was impossible. Just that it introduced a new element for them to support. They appear to have skipped their QA for the UI as it is, so more work was unappealing.

Plus, they had the added benefit of saying to PC users "Wait a couple of weeks and check NewVegasNexus.com and they'll have a better UI for you."

I suspect that helps encourage the decision to avoid putting resources toward a task.

I doubt they'd actually say that (No we're not doing that but a modder will so we don't have to) but it's true. :D
