A more direct and forceful approach to pick pocket. Maybe something VATS like, Select slot of item to try to snatch, say damaged ensued for things like jewelry or jackets, and bows and arrows. I dunno just a late night thought I thought I should throw out there.

Its not a bad idea but it may or may not end up being overpowered if the crime and guard systems aren't that much better than the past games.

I don't think that the Oblivion guards could get much better, considering they somehow planted a GPS tracking devices on your character, and can apparently utilize psychic powers.
