In the cities, near the blacksmiths, there's a smelting oven. Click it to activate smelting. (i.e., Whiterun or Windhelm).

Oh, you also need to add perks to your smithing to be able to smith the better metals (steel, orcish, dwarven, etc.)

The "smelter" is usually next to any place where you forge armor or weapons. The "smelter" usually has a small dome top, when you approach it the "A" button will activate. In Whiterun, it is right next to the forge.

Near town mines (not the ones with bandits in them) there is usually a large cone shaped thing. Smelters are often near SOME blacksmithers, not all. The blacksmith in Whiterun has a smelter.

Erm... I've got two perks, Steel Smithing and Arcane Blacksmith and I'm smelting Orchanium and Ebony Ingots by the dozen... Why would you need perks when you don't level Smithing when you smelt or tan leather.
