[IDEA] Smithing upgrades scale to item

One issue I find with smithing is that the upgrades for weapons are a flat rate for all weapons, and seeing as smithing upgrades end up being the source of the majority of a weapon's damage. This ends up making the fastest weapon being the best damage dealer over all.

I think it would be nice if weapon damage increases from smithing could scale in proportion to the weapon's base damage, or at least have different damage boosts for the different weapon types, such as swords, waraxes, maces, warhammers, battleaxes, and 2 handed swords.

As it stands right now a fully smithed sword deals more dps than a fully smithed 2 handed sword, and given the drawbacks of 2 handed weapons this just svcks.
