I agree. NPCs are able to smoke. Why can't some of our characters smoke too?

Protip: Cigarettes fall under "drug use" and even if you took out all the med-x and junk, it would most likely still warrant a mature rating if there were cigarettes. While other countries may indeed be more draconian, it doesn't alter the fact that the US has similar laws.
I liked the smoking mod for New Vegas, so I would not mind the option being there, or a follow up mod.
You know, for those moments where you just killed ten people who thought they had your number, covering in the blood of your enemies and you light up with that 'well, that just happened' look on your face...
Sir, from personal experience, I can safely tell you that smoking the MJ has the exact opposite effect. It does NOT make you a smooth operator. You are not crisp. You'll FUNCTION, but you ain't crisp.
happy to hear there was a cigar in there at all, didn't see that, and i had some concerns that fo might join the general anti-smoking frenzy.
about smoking, i don't really think we'll be able to smoke, not because it's smoklng, but because we're basically not able to do anything that doesn't proceed the game.
try to use one of the toilets, if you think it isn't so ,-)
edit: then again, while the actual smoking _would_ take an animation, just "equipping" a cigarette (= pop-up sticking it into the player's face) would not, and that'd be dead easy to make (just a piece of armour for the face mask slot technically
german ratings are very strict in matters of violence and gore, but pretty laissez faire in matters of six and drugs, and fo is rated iirc 18+ anyway in germany and austria, so i don't think it's that.
might be steam though.
since a weed-mod has been mentioned: everything drugs etc (like the "marijuana" mod for skyrim) is taken off faster than you can say weed
This is absolutely wrong, games can be and are ESRB rated Teen and E10+, even with alcohol or tobacco consumption depicted. The game http://www.esrb.org/ratings/synopsis.jsp?Certificate=10001669&Title= is a perfect example of this.

However, further evidence shows that it would appear the policy is not applied evenly. A quick search on esrb.org shows games with tobacco use get a wide disparity of ratings...
I'm just slightly amused that there are still machine processed cigarettes left.
How would that work? lol from personal experience i would think that it would make you speech go down.
And the animation was in fallout new vegas and fallout 3, you'd think it would be easy to use them and then have the animation play in third person.

Australia would be fine with it and I hardly doubt the rating would change. GTA 5 has smoking, and smoking would not be the factor to warrant anything higher than MA15 which is what fallout is currently rated as here.
So not as dracionian as you may think, and we could loot tea pots and countless other useless objects. doesnt mean it was ever intended to be used by the PC
