I haven't seen anything that indicates FO4 will be including the ability to go prone.
I miss that ability, which we had in Fallout/FO2/FO Tactics. It wasn't just for standoff weaponry. Crouching or lying flat makes you a smaller target in those one-room free-for-alls too.
I'm not that great at sniping, but I usually make a gun oriented secondary character that snipes and uses a shotgun for those that decide to get a little too close and it can be a fun change from the melee bruiser that I primarily play as.
Seeing that they put the sniper perk higher up in the perk list suggests that a sniper build is going to be pretty powerful and it's going to be a climb to reach a good sniper build.
Well, the sniper perk does show a prone guy. That doesn't really mean much as Agility shows a guy balancing on a bottle with one finger... but yeah, it would be rather nice to be able to go prone. Belly crawling across a field in sneak mode would definitely make you a deadly sniper.
Remember that the sniper perk did only increase your chance to hit the head in VATS by 25%. In Fallout 1 and 2 it increased your chances of critical hits with any ranged weapon.
Ah, the Hunting Rifle, what fond memories we have. I'm hoping they put in the ability to go prone, I miss it.
Actually, given all the shmucks using power armor in this game, will I finally be able to make the Anti-Tank rifle of my dreams?
Yeah.. I'm just hoping it does something specifically more fun for snipers this time around and will be a necessary perk for distance shooting. But who knows. If it doesn't help that much I'll just bypass it and move towards concentrated fire.
I hope there is a son of Ratslayer, a great early game sniper rifle. Oh wait, that's from the game our friends at BS dare not mention.
I'm hoping we can blast limbs off from a distance, and cause chaos to those around him/her. Maybe they scramble for cover and you can use the wounded person as bait to lure them out. Oh if only....

Not 100% sure this is it (below) but in SWTOR there was a sniper rifle that had an extendable barrel. When you placed it on your back for storage, the barrel contracted to the point that the sniper rifle looked more like a conventional blaster rifle. But then when you actually drew the sniper rifle off your back, the barrel would extend out to full length. Science-fiction stuff, I know, but it was the only sniper rifle I could find whose barrel tip did not drag the ground when I ran!

While I certainly don't expect this kind of weapon in Fallout-4, I would ~love~ a mod that added it ---- Sniper Rifles by nature are gigantic things and hauling them around can look decidedly unwieldy in third person.
Come to think of it, the TV show Continuum had police officer from the future whose pistol looked like a chunky cellphone of sorts, but then when she activated it, the barrel would swing out 90 degrees from the handle and a couple of pieces would whirr around until she was holding a proper pistol in her hand. Would love some neat unexpected-looking / changing weapons like that.
