A solid necromancy mod for Oblivion

I did a quick search and there's apparently a very cool one made for morrowind about making revenants or some such, but i want to be a necromancer in the world of oblivion. I'd like to step into a goblin cave, take out the scout, animate his corpse and proceed from there, having up to say 3-5 minions at any one time. There was one mod that just added some OP spells like that, but i'd like something balanced if at all possible, possibly making it a crime if townsfolk and guards etc see me with a raised minion, or have the mages guild pursue me for casting necromantic style spells.

Anyone know of anything?

Edit: i just realised this is in the wrong forum, can a mod move it for me please?

I strongly recommend the Linchal house mod:

In addition to a reanimate spell, it has a nice necro home including things like robes that make you a part of the necro faction so you can talk with your necro buddies next door in the ruin.

Not that I want to toot anyones horn here, but a up and coming Necromancy mod is http://thewormhole.nfshost.com/forum/index.php/topic,1549.0.html, which is mostly like how things are done in Craftybits, only more necromantic in nature. Updates are somewhat common, and a shiny version 2.0 is coming out soon, with new necromantic functions(like binding skeleton's joints to improve their durability, or wild ghouls in graveyards, some haunting stuff, evil-vision for skeletons featuring red pricks of light in their empty sockets, harvesting eyes as well{currently it's just flesh, stomachs, bladders, lungs, intestines, hearts, skin of all sorts[human, elf, khajiit, orc, and argonian] and I think livers or kidneys, can't remember}).
Fun mod, if a bit Beta'ish.

Moriarcis summoned skeletons give you an option when you summon them for how they act in towns.
