I am looking for a retexture of the snow on the ground as well as making the snowfall in the sky look as realistic as possible. Any ideas which mod to use?

i use http://planetelderscrolls.gamespy.com/View.php?view=Mods.Detail&id=370 i don't remember it it effects the falling snow but it makes the snow on the ground look like snow

You should be able to find these mods using http://search.yacoby.net.

Off the top of my head, I believe Slartibartfast, TextureFreak, and LazyGhost have all released textures for the snow on the ground and Pjstaab released a texture replacer for the falling snowflakes.
