Some doubts and advise needed

Hi all. I am so happy that F4 is alive and kicking! Too bad for me that I do not have so much time now for it, at least comparing to F3 and NV. So that is why I am asking for help and/or advise to you guys who are already further ahead in the game.

Character Build

I used VATS a lot in F3 and none in NV, so I decided to give it a go, with a char focusing more on Agility, Intelligence and Luck. So my questions here are:

  1. Is this viable or should I reroll it in some way? If not viable or underpowered, any alternatives you might suggest?
  2. If viable, what SPECIAL minimum requirements would you say I should ensure?
  3. After those initial perks (for weapon and armor mods, lockpick and so on), what perks should I invest more in?
  4. What weapons would best suit this build?
  5. What would be the skill point investment in SPECIAL vs placing those points in Perks?

Housing

I am thinking about setting my base on the Sanctuary. So I already scrapped everthing I could in that area. That said:

  1. Should I now start improving it or build another house from scratch, for example from one of those racked houses I completely scrapped?
  2. Any things I should be carefull about before I start?
  3. Many options are still unavailable, like water and defenses and so on: how do I unlock them?

Settlement Management

  1. Is it worhwhile to grow plants, recruit more settlers and such? I mean, is it that big so it drives us away, in a sense, from the normal questing?
  2. If so, what should be the priorities?

Scrapping vs Vending

I see people here saying the scrap almost everyhting. So the quesiton is: nothing is kept to trade with NPCs (at least to get ammo)?

For setting up your base in Sanctuary, go to the next town over, Concord, and help the people there fight off raiders. After that, they feel they need a new, safe place to live and they head for sanctuary. Once in sanctuary, they will give you tasks and tutorials on setting up and building stuff in your community like crafting furniture, providing fresh water, food, and setting up defenses. Those other options are unlocked. Stop at the gas station in your way to Concord to get your dog companion. So if you haven't done that yet, your best bet is to leave Sanctuary for a bit and help out the people in Concord.

For a VATS build,

You want to concentrate on Perception (cause you want to hit with guns), Agility 5 (Action Boy Perk), and then Luck.

If your going to play the Minute Man Settlement game, you really should just start with a 6 in Charisma, it'll save a load of time with Carting around building materails having Local Leader. CHR also helps your sale prices and honestly if you get a settlement going strong you can just sell every resource the people collect to get the stuff you need. You can either sell the weapons or just sell the stuff vilagers collect to get more parts. Settlement stuff takes a lot of time but it seems to be a pretty big focus of the game but make no mistake this is a whole other way to play the game rather than just run around and blast everything.

By they way, my Perception is 6, Int 5, Agi 6 and Luck 5. Does that seem balanced for VATS? And should I raise any a bit more or just go for Perks?
