Some good starter mods

I realise that this is probably a thread that comes up loads on these boards, but hey.

I've had Fallout 3 and all DLC for over a year on 360, and now I have a laptop that can run it I've bought the Fallout 3 GOTY. I've really got no idea how to mod it, it sounds much more complicated than Garry's Mod (which is the only other game I use mods for). Is it as hard as it sounds? I understand I should get a mod manager or something, and I've heard names like FOOK, FWE and MMM thrown around, but apparently they contradict each other a bit. What are some good starter mods? I'm also looking for some specific stuff, like maybe a gas mask and an old fashioned sniper rifle. Also, for anyone who's used hammer editor (which I'm pretty experienced in), how different is level editing in the G.E.C.K.? I'd really like to get into making my own buildings.

I svck at using Hammer, I find the GECK a lot easier. But it's also more limited in its world building. When you create a room you can't create a wall, ceiling and floor and give them whatever size and texture and properties or whatever you want, you're limited to a bunch of room pieces that you can align to each other.
